Service description:
To contribute to Europe and Belgium’s ambitions for the Energy Transition, Elia has foreseen to extend its offshore high voltage grid, by constructing the Princess Elisabeth Island. The island shall be a hub to connect the new Belgian windfarms situated within the “Princess Elisabeth Windfarm zone”.
The concept that Elia is currently considering is to build and construct:
- An artificial energy island (with offshore transmission infrastructure)
- Multiple AC substations at 66kV & 220 kV (The windfarms are to be connect at the 66kV level = scope windfarm owners)
- 6x 220kV AC export cable systems of ~50 km each

General Info of the assignment:
Elia has awarded an EPC contract to the consortium HSI (Smulders-HSM, Smulders & IV offshore) for the construction of 2 AC substations modules (1050MW) and 1 Facility module (warehouse, accommodation and general infrastructure).
Currently the construction of those substations is ongoing in Vlissingen (Smulders) and Schiedam (Smulders-HSM). In summer 2026 the outfitting works will start on those yards.
The Site Engineer
Service expectations:
- Reports to the Construction manager
- Is dedicated to a specific site being either Vlissingen (Smulders) or Schiedam (HSM)
- Works in a multidisciplinary teams together with, amongst others: welding inspectors, paint inspectors, safety inspectors, outfitting engineers, design engineers,…
- Has technical ownership for issues during outfitting on site, escalating major issues to the Construction Manager
- Supports the Construction manager in management of the site team, as well as interactions with the EPC contractor
- Coordinates & participates in inspections on site
- Participates in review of documents submitted by the contractor
- Coordinates Elia vendors coming on site (together with the responsible project leaders and construction manager).
- Maintain internal systems & processes to manage incoming inspection reports of inspectors, to allow focussed and clear communication towards the EPC contractor and the site team.
- Prepare weekly and monthly reports (together with the construction manager)
- Act as the knowledge center/expert for all inspectors on site (incl. full knowledge of all for contractor’s documents and ER’s/Employers document)
- In charge of alignment with the Engineering team, acting as SPOC for engineering queries
- Act as a lead for quality topics on the yard (follow up of non-conformities, quality processes, …)
- Support the team with diverse tasks: for example: cost benefit analysis of variants, …
Requirements:
- You have at least 3 years of relevant working experience
- Experience in the offshore sector is preferable.
- Experience with topside outfitting is preferable.
- Experience with multiple disciplines onsite is a must.
- Experience with Quality Control/Assurance on a construction site is a plus.
Education: Engineering (Electrical and/or mechanical)Possess a VCA VOL/SCC for supervisor’s certificate.Shall comply with Elia’s PPE and training matrix.Excellent MS Office skills (able to write well structured reports and manage incoming reports efficiently). - Location: Schiedam or Vlissingen
- Onsite presence: 5 days a week / 8hrs a day as a minimum in Schiedam or Vlissingen (Netherlands)
