For large companies, hiring gets slow less because of any single weak step than because of accumulated friction. Five areas carry most of the improvement:

They tend to produce higher-quality hires at lower sourcing cost and shorter time-to-hire, which is why they are worth running. The trade-off is homogeneity: referrals draw from the networks of people already employed, so if they become the dominant channel they can narrow the diversity of the workforce over time.
Length and friction more than anything else. A long or complicated form deters strong candidates, especially passive ones who were only moderately interested to begin with. Requesting only essential information and allowing candidates to import a profile or upload a CV removes the single most common drop-off point.
